The setting is called Tool Spindle Always On under Motion settings.
In the v6.1 VCproject file this is set via SpindleOn="on".
Is there an equivalent in the v5.4 usr file :?
I need this to update my frontend for starting VERICUT with our custom standards.
I plan to change to the new XML format, but have currently not the time to do so.
Thanks in advance.

In 6.0 VERICUT will only remove material if the spindle is on. But because some NC programs do not contain a command to activate the spindle, we added this feature to assume the spindle was always on.
In 5.4, all cutters are automatically revolved, the spindle does not have to be on to remove material. But we had a check box under the Motion window to check for spindle Off conditions. So, if you leave it un-checked it will cut and will not give you an error.

Hello Serge,
seems that I have to provide more details.
I have a frontend which creates a v5.4 user files, where the user selects the stock, design and CLS files to check in VERICUT.
I now need the v5.4 equivalent to turn on Tool Spindle Always On by default, so it does not raise an error, if SPINDLE/ON is missing from the CLS.
I am not able to update this frontend to output VCproject files currently, due to workload issues.
Since you said, you added this in v6.0, I assume there is no equivalent in v5.4
