Intermitent > zoom to a box window wont pan after refine

I Am finding that if i create a zoom to a box window, and refine the display the window,  i can not dynamically pan it again

the good news is, if I  dynamically rotate it 1st, than I can pan it.    Hmmmm

this was with a 251 meg Vct file.

I can not get it to fail using a vericut sample rib.vcproject though. That works fine, even in open gl

I reported this to support@ cgtech, and they could not duplicate the problem

Any one else see this??
