enhancement request

I would like the "can not find cutter data for tool [n] in tool library" error message  generated if there is a tool number with no cutter data in

when you say new tool, you get the green cutter symbol and the next empty number is assigned.

you can also delete all cutters and holders from a tool without deleting the tool

Until you add a component, either Cutter , or holder, there is nothing there.

but 5 on the tree. with no Cutter.

if you run a program with this tool library, and there is a loadtl/5
you will not get an error even though there is no cutter.

see here there is no cutter for tool 5 but 5 is on the list
