? about Tool manager

Is a VC license required to run tool manager?  Just wondering if I can have someone building Vericut tools while all licenses are in use.

If Tool Manager is started standalone (via executable in install_directory\platform\commands\toolman.bat) it checks that there is a valid license but does not check one out.
